Default sending variables to view at application level

Hi all, not sure if this is the right subforum, but here is my question...

I want based on a user login, to have different "vernacular" based on who is logged in. My thought was to create a config file, then pull it out with: $vernacular = new Zend_Config_Ini(ROOT_DIR.'/application/config/vernacular.ini', $userType);

Then, i want to just send out all those variables to any view to be used by the template (i am using phptal)
