I have seen similar questions here on the forum, but have not seen an answer yet. If this has been answered, please excuse me and point me in the right direction.

I would like to have the same controllers work for all levels under the domain, whether it be the country, state or city. ie: An usa/iowa/davenport/about (controller "about") would work the same as usa/ohio/toledo/about or usa/utah/about.

You would need to do some custom routing with that url scheme.
