.htaccess relies on mod_rewrite so that won't work.
I think you can path them like this: /index.php/Controller/action/param1/1/param2/2 without mod_rewrite but I may be wrong. I suggest you get a different web host. There are many inexpensive ones that will allow you to use mod_rewrite.

I found this place the other day.
x10Hosting | Review TOS PHP 5.2.5, MySQL 5.0.45-community and mod_rewrite. Well I'm pretty sure it has rewrite, I put in a .htaccess and redirected a non existant page back to the index.php. I've yet to get time to put a site up there.
